[CANCELLED] Release Ant 1.8.3

Hi,

let's cancel this vote because of the regression Jesse has found.

I'm traveling right now and won't be able to look into it before the
weekend, but hope we can resolve the issue soon and plan for a new
release candidate in about a week or so.
