Global Properties file for "getString(key)"

All,
We haven't made the switch yet to 4.0, however, one of our other in-house projects is built on 4.0.  They are embedding error messages in the .java files.  As I understand it, "getString()" or format will use a global IMessage that is loaded from a properties file, is it hard-coded or how do I specify the name of the file?
