Remove empty /clusterstate.json?

In response to a note on the user's list, it occurred to me that
removing /clusterstate.json when we're in the per-collection format
would be less confusing. But that lead me to wonder if we have any
current or projected uses for /cluserstate.json.

Raise a JIRA?

Though it is not used to store anything in the new scheme of things,
It is used as a watch and notify node which notifies other nodes of
creation/deletion of new collections.

There is a JIRA which is created to get rid of that watch and use the
/collections node for the same. Once it is implemented this can be
removed
