ValidatesRunner tests added in https://github.com/apache/beam/pull/9454 consistently failed on Jenkins. Rollback https://github.com/apache/beam/pull/9550 is out to unblock 2.16 release validation.
However, is this jira resolved or not? Should it become a blocker for 2.16?
