DoNot host Copyrighted stuff on home.apache.org/

Hello All,

Please do not host any copyrighted material like windows templates on your
apache home directory. There are concerns from Apache Infra team on
presence of such copyrighted stuff on our home directories. Act on this
immediately and remove them.

@Testing team,
We need to disable tests which are using the above until we find a way to
use the copyrighted templates.

These are not concerns, it is just plainly illegal.
