http://svn.apache.org/repos/asf/logging/log4j/trunk/BUILD-INFO.txt describes the preparation of log4j 1.2.16.  Some of that is applicable (the set up for the web content) which other parts aren't.

Then there are the generic Apache Release Signing/Voting/Mirroring requirements, http://www.apache.org/dev/release.html.
