[Bug 43664] Rename tempfile to hdrsfile failed

This is an ext3 filesystem limitation. CacheDirLength 3 doesn't work because it
tries to create some 262000 directories where only 31998 will work.
CacheDirLength 2 works.

I've asked the Debian Apache2 maintainers to fix their default config:
