Move to gitbox?

Hi

Recently, the ASF has been making more and more services available to
projects. One feature that exists now is the ability to have writable
github repositories.

Projects tend to like this because:

- They can use github issues
- They can close unmerged PRs themselves
- Using github as a primary makes you look more "hip"

As well as countless other features that come with it. So I'm wondering if
there would be any benefit to switching Juneau over to gitbox?
