[users@httpd] Failed to stop service (Local on windows 98)

I use Apache localy on a windows machin.

I can succesfully doing these thing :

     apache -k install
     apache -k start

But when I'm doing this :

     apache -k stop

After 1 minute of waiting, Apache say "Failed to stop the appache2 service"

Enven if I go to the "Appache Service Monitor" and click on "Stop" button
nothing happen.

If I just do :

     apache -k uninstall

Then that goes without problem.

Is this normal or I have a problem with my installation?
