Few comments:

bq.Update timeout of an application from NOW. 
I think "Update timeout of an application from current time." may be better.

bq.The Cluster Application Timeouts API 
"The" could be removed.

bq.you obtain a collection of Application Timeout Object
bq.Each timeout object represent
Could be 
"you *can* obtain a collection of Application Timeout Object"
"Each timeout object represents"
