Couple of questions...
# After you kill the consumer what is the message-count on the queue on the _other_ broker? Redistribution won't kick in until message-count on that queue is 0.
# Have you read the [design caveats for clustered message grouping|https://activemq.apache.org/components/artemis/documentation/latest/message-grouping.html#clustered-grouping] in the documentation?
