access.conf and srm.conf files missing

Hi there

I"m trying to set up apache to start and stop apache when the pc is booted. 
I added the following line to my /etc/rc.d/rc.local file:

# Stuff to start the apache server
/usr/local/etc/httpd/bin/apachectl start

However, this web site ( 
http://www.e-gineer.com/instructions/starting-and-stopping-apache-automatically-on-redhat.phtml) 
says that i need to do addthe following file: /etc/rc.d/init.d/httpd and set 
up a bunch of symbolic links.

So, should i stick with the one line entry in the /etc/rc.c/rc.local file? 
If not, the /etc/rc.d/init.d/httpd file specifies an access.conf and 
srm.conf file. I don't have either of these files. I dnno where they're 
suppose to be. Can someone pleaase tell me where i can get them and what 
they do.
