[ALL] Wiki spam prevention measure

Gavin recently updated the details of how the ASF Wiki works, and
added details of how SpamAssassin have completely stopped spam
happening:

http://wiki.apache.org/general/OurWikiFarm#per_wiki_access_control_-_tighten_your_wiki_just_a_little.2C_benefit_just_a_lot

Might be worth considering for Commons?

The ContributorsGroup could be pre-populated with recent 'ham' contributors.

The Commons Wiki is not very active, and most edits are by existing
developers, so it's unlikely that the ContributorsGroup will need to
be updated often.

On the other hand, spam does not seem to be a big problem on the
Commons Wiki - it's much worse on the general and Tomcat Wikis.

One advantage of changing the permission scheme is that AIUI it would
allow attachments to be re-enabled.
