It seems under pressure (maybe?), if we deliver an unexpected Throwable (such as SecurityException) it may cause a disaster. The test wasn't designed for this.

We can give it access to "/location/does/not/exist" so that it gets IOException instead.

But there is no way I will personally commit this until we've ensured it is not a corruption possibility.
