https://cwiki.apache.org/confluence/display/MINIFI/C2+Design+Proposal#C2DesignProposal-Protocols provided a protocol that the C++ agent has implemented that will allow consumption of heartbeats across a REST protocol and drive flow updates.  This functionality is similar to the work that was done with the configuration change ingestor work.
