[PR] [ISSUE #698] Fail explicitly when dashboard provider is missing [rocketmq-dashboard]

Aias00 opened a new pull request, #699:
URL: https://github.com/apache/rocketmq-dashboard/pull/699

   ## Summary

   - remove hard-coded dashboard stats and cluster overview data from `DashboardProviderStub`
   - return a structured 501 `BusinessException` when no real dashboard provider is configured
   - add test coverage for the explicit unsupported-provider behavior

   Fixes https://github.com/apache/rocketmq-dashboard/issues/698

   ## Tests

   - JAVA_HOME=$(/usr/libexec/java_home -v 21) mvn -Dtest=DashboardProviderStubTest test
