I recommend that you start with suggestions. You don't even need an 
account for that. Then, when someone can review your work, we can create 
a personal account for you. Of course, if you have any question just ask 
on this list (l10n).

If you don't want to miss announcements you should subscribe to this 
mailing list: send an empty e-mail message to 
l10n-subscribe@openoffice.apache.org and respond to the confirmation 
request you will receive.
