It's not a problem.
If you read the docs:
{quote}
The options string *must not contain any blank space*, and each feature's name/value pairs must be separated by a comma
{quote}

So, remove the blank spaces and it will work:

cordova.InAppBrowser.open('http://localhost:9090', '_blank', 'location=no,hardwareback=no,toolbar=no');
{code}
