Hi [~ofbizzer],
It seems this issue is not reproducible. There is no way through which material can be issued (manually or systemically) unless and until Production run is confirmed.  It is possible to add the material manually (apart from what is already defined in BoM) via Material screen but it would simply mean that user is adding  (and NOT ISSUING) the requirement for material and same would be issue only upon confirming the production and starting the corresponding task.

We can mark it as resolved for now.
