(was: [~wesmckinn] I am interested in this issue, I still don't quite understand and would appreciate if you could help explain what this issue should exactly do. Is something like ArrowFileWriter that write/read record batch from memory mapped file with the given file name (seems not related to ARROW-3191)? or something like implement a ReferenceManager or something else? Thanks a lot! :))
