Jetspeed applications

AFAIK to start a portlet as an application (=maximized) I have to use a link
like this:
http://localhost:8080/jetspeed/portal?action=controls.Maximize&portlet=MyPortlet

So the portlet is already maximized and the controls.Maximize can I use with
every portlet - even if application="false". 
Where's the sense for the application attribute?
