CPU's max out with tomcat

Looking for information on the kinds of loads, expected throughput, and
minimum configuration recommended for tomcat.

My 333 MHz Ultra 5 with 512MB RAM running tomcat and apache starts
hitting 80 - 90 % CPU utilization with very light loads (2 users using
Apache/jMeter).

Specifically any pages that access databases, kills the CPU. I even
moved the database onto another machine, to see if that was the problem.
It did not help. 

Is this expected behavior?
