[jira] [Resolved] (HBASE-17802) Add note that minor versions can add methods to Interfaces

stack resolved HBASE-17802.
---------------------------
       Resolution: Fixed
     Hadoop Flags: Reviewed
    Fix Version/s: 2.0.0
Release Note: Update our semver section to include a note on our allowing ourselves the right to add methods to an Interface over a minor version as agreed to up on the dev list: "If a Client implements an HBase Interface, a recompile MAY be required upgrading to a newer minor version (See release notes for warning about incompatible changes). All effort will be made to provide a default implementation so this case should not arise."

Thanks for the reviews [~apurtell] and [~carp84] (Commit included Andrew's suggestion).

> Clarify that adding methods to Interfaces in minor releases is allowed and that we'll always try to do it in a backward compatible way.
