Did I have to included the Cookie Manager for the URL Rewriting Modifier?

Cookies are stored as variables, so you could try

http://x.com/x/y/submit;jsessionid=${jsessionid}

Or perhaps the URL Rewriting Modifier Pre-Processor will do what you want.
