Logger.getLogger( name) is throwing an exception

Folks, 

I have the log4j.properties file in the classpath of my J2ee server's (Ref
Impl.) userconfig.bat. 

When I try to instantiate a Logger by calling Logger.getLogger( name) it is
throwing an Exception.

Does this seem familiar ?
