Description: {color:#172b4d}in our production , we found the statemachine of om is closed by ratis(statemachine.close() is called by statemachineUpdater), but om is still alive , which can only provide web UI service. this jira shuts om down when its statemachine is closed，so that the administrator of the ozone cluster can detect this situation in time{color} (was: {color:#172b4d}in our production , we found the statemachine of om and scm is closed by ratis(statemachine.close() is called by statemachineUpdater), but om and scm is still alive , which can only provide web UI service. this jira shuts om and scm down when their statemachine is closed，so that the administrator of the ozone cluster can detect this situation in time{color})
