jcesarmobile closed CB-13977.

    Resolution: Won't Fix

The plugin requires cordova-android 6.3 because it removed the dependency of compat plugin, as the compat code is now part or cordova-android 6.3. 
So it's impossible to make it compatible with previous versions.
Anyway, geolocation plugin doesn't have any real native code, it just handle the permissions and uses the webview geolocation
