Should we move the target directory out of mvn build target so that mvn clean doesn't clean it up?

> With ATLAS-498, Atlas now supports packaging HBase out of the box for all its dependencies. However, this requires the download of HBase whenever we do a clean install or package. Since this is a common operation (needs to be done at least once before every patch submission), it would be nice to be able to point to an existing location to get the HBase tarball instead of downloading. This will help in offline builds, improve build time, etc.
