Preventing IRC spam from Jenkins

Hey all -

So when you're configuring your build job to send IRC notifications to a
specific channel, please make very sure *not* to just enter something like,
say, "asfinfra". That'll end up sending to the user "asfinfra", not the
channel "#asfinfra". Always be sure to specify the channel name with a "#"
at the beginning, so as not to bug the living hell out of some poor sucker
with your channel's name as his nick. =)
