Ambari distributes JCE policy to a host before any install/start task is executed in a secure cluster. This is done via before-any hooks.
Now since kerberos service is introduced in the stack, JCE policy should be distributed as part of the configure function of Kerberos service stack definition.
This task should involve just ambari-agent code changes.
