When I test iceberg with alluxio and spark, I notice that locality is disable by default when FileSystem scheme is not hdfs. To enable this I can only use `spark.read.option("locality",true).table("table_name")` to make spark use locality. Why disable locality when FileSystem scheme is not hdfs. Can we enable this by default.
