Yes, we are seeing this a lot. I've determined the issue to be (at least for us) that the dagbag import times out, and the task never runs.  specifically this line: m = imp.load_source(mod_name, filepath) throws an exception and its handled and not re-raised.  The dag import code is reused in other places so i am not sure if raising an exception will break other things, however it seems to me that it should raise an exception in all cases.
