Re: kernel in 1.1?

Even in 1.0 there was/is no user management.  Some of the code was there,
but it is all unused.
I'm not sure how this was going to be handled now that Xindice boots off of
Tomcat instead of the stand-alone server, but it is definitely something we
want to add.
