The Windows Phone 7 Repo does not contain the source code post 2.9.0
For 3.0.0 and beyond, all Windows Phone code lives in a single repository, which at this point is still called cordova-wp8 but should move to the more correct cordova-windows-phone. 

The Tagging task is no longer needed as both wp7+wp8 will be tagged at the same time, additionally updating common files like cordova-js or app-hello-world all happen in the common repo.
