Per http://mail-archives.apache.org/mod_mbox/incubator-streams-dev/201610.mbox/%3c12d7c277-4806-07d7-20fe-7062d19cfe15@douma.nu%3e there were failures when running `mvn rat:check`. There are indeed some things to fix, but rat:check doesn't use the excludes from the pom, so this isn't the thing to run to verify.
