1.2.1 docs

Um.. someone *was* planning on removing the 1.3-only docs from the 1.2 
branch after Dean merged them in, right? I don't like having "New features
in Apache 1.3" in here, for example. One cvs update and this appears on
www.apache.org, which is not good. Not to mention that it shouldn't be in 
1.2.1 to begin with.
