Due to a limitation in the implementation InactivityTimeout will only be loaded from the system level. So for now please change the module.xml.

I tried setting the InactivityTimeout in the Policy for the Service - but this does not seem to override the module.xml value.

Hi,
This would effect other transports as well. I feel its better to have default value as 60. User can change this value to match his environment.(considering the transport & other factors)
