Please test with the current snapshot (i.e. the unreleased version 1.8.5), get it here:
https://repository.apache.org/content/groups/snapshots/org/apache/pdfbox/pdfbox/1.8.5-SNAPSHOT/

Maybe what you found was PDFBOX-1998, see also attached file there.
