All Apache PMCs have a private mailing list. See http://www.apache.org/dev/pmc.html#mailing-list-naming-policy for a discussion of what they are for. In practice most of the significant discussion happens on the dev lists. However, there are quite a few foundation mailing lists as well, some of which are public and some of which are private to ASF members or possibly just board members.

I would [discuss] and [vote] on private. It's hard to -1 a candidate
when it happens in public. It is always possible to change mind, even
when somebody expressed a positive vote on [discuss] earlier
