  Added:       dist/binaries HEADER.html README.html
               dist/binaries/win32 HEADER.html
  Log:
    Don't panic, no I'm not suggesting we dump every binary into the
    cvs repository (signatures of files might be useful though.)
  
    This is simply to track the docs-like verbage on the distribution
    directories.  If anyone else likes this idea, I'd be happy to go
    back and tag the other platform's README/HEADER files into the tree.

  <P>If you will install apache on Windows 95, stop.  First you need to 
     download and install the Windows Socket 2 Update from Microsoft, available
     at <a href="http://www.microsoft.com/windows/downloads/bin/W95ws2setup.exe"
     >http://www.microsoft.com/windows/downloads/bin/W95ws2setup.exe</a> before
     you proceed to download and Install Apache on Windows 95.  Windows NT 4.0, 
     98, ME and 2000 versions already ship with Winsock2.</P> 
  
  <P>Apache 1.3.14 binaries were released on October 13th.  Unfortuantely,
     they were missing cricital, new src files and a handful of new compiled
     utilities, including logresolve.exe, rotatelogs.exe, the dbmmanage.pl
     script, and the new ApacheModuleInfo.dll, ApacheModuleAuthDBM.dll, and
     ApacheModuleAuthDigest.dll loadable modules.  Please run the revised 
     apache_1_3_14_win32_r2.exe installer to add these missing bits.</P>
