Prepopulating config file on repository creation

All,

I've created a svnserve.conf file that I'd like to use for every new  
repository created in the future.  Is there a way to do that?  I  
wrote a script to overwrite every existing file, but I'd like to  
avoid that going forward as some of the repository creation is scripted.

Any help would be appreciated.
