xerces-c 2.8.0 development libraries

Hi,

We are in need of xerces-c 2.8.0 development libraries so that we can
install oasys 1.5.0 (required for installing dtn 2.8.0). We have been
struggling to get the development files so that we can use(compile or
install) it in a system where there is no internet.
