If scheduler crash, we can recover the db from replica. It is done using {{aurora_admin scheduler_stage_recovery}} and {{aurora_admin scheduler_print_recovery_tasks}} commands. The instructions should be documented.

As [~wfarner] mentioned in [AURORA-420#comment-13997937|https://issues.apache.org/jira/browse/AURORA-420?focusedCommentId=13997937&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-13997937], we should document the steps.
