With the changes being made to the atomic abstractions, we should take this opportunity to expose atomic APIs via InkAPI (InkAPI.h). Breaking API or binarby ABIs is not a problem. Doing this, will make it easier to use atomic instructions in plugins, and keep the plugins "cross platform".
