[jira] Created: (TS-17) Expose atomic abstractins via InkAPI

Expose atomic abstractins via InkAPI
------------------------------------

                 Key: TS-17
                 URL: https://issues.apache.org/jira/browse/TS-17
             Project: Traffic Server
          Issue Type: Improvement
          Components: InkAPI
            Reporter: Leif Hedstrom

With the changes being made to the atomic abstractions, we should take this opportunity to expose atomic APIs via InkAPI (InkAPI.h). Breaking API or binarby ABIs is not a problem. Doing this, will make it easier to use atomic instructions in plugins, and keep the plugins "cross platform".
