XMLBeans JDK 1.3 port

We just committed the XMLBeans JDK 1.3 port that was contributed by Matt
Bishop.  Thanks to Kevin Krouse for helping pull this together.  The
port was put into a v1 branch (cvs checkout -r xmlbeans-jdk13_branch
xml-xmlbeans/v1).  

I think we should also do a distribution for it ... but that is not done
yet.
