[Vysper] Dependency on BC provider

Hi

VYSPER-190 (typo in NOTICE.txt) lead me to look further into the
dependency on the Bouncy castle provider. Do we actually still need
it? I removed the dependency and the unit tests and the server runs
just fine. Now, this is on JDK 1.6 so there might be issue on some
other Java version.

Works for me too without Bouncy Castle on Ubuntu 9.10 with OpenJDK, SUN 
and IBM JDKs 1.6. I've not tried with JDK 1.5.

If it works w/o bc, I'm +1 to remove it.
