Does ofbiz SCM implement the SCOR business process model for SCM?

It's not really correct to say that SCM is not implemented in OFBiz.
The basics for it are all there including production planning,
fulfillment, outbound/distribution, inbound/receiving, and even
various things related to order "promising".
It is true that various performance tracking and high level
management related features are not really strong out of the box.
