I added a link to the User Mailing at the top of the Welcome page. 

Is this enough, or do any of the archives include RSS feeds that we could utilize? 

One thing that would really help would be if someone (say Open Symphony) sponsored a Jive Forum for us. 

Historically, the very best way to get a product added to the ASF Infrastructure is to start by "voting with our feet" and hosting it somewhere else first. That's how we got both JIRA and Confluence on board.
