During rebalance operations it is possible that an NPE can be thrown on StreamsMetadataState operations. We should first check it the Cluster object is non-empty. If it is empty we should return StreamsMetadata.NOT_AVAILABLE.
Also, we should tidy up InvalidStateStoreException messages in the store API to suggest that the store may have migrated to another instance
