    Description: 
Occurs either if a prepared dtx transaction is rolled back, or if a tx transaction fails on commit (if a tx transaction or unprepared dtx transaction is explicitly rolled back the issue does not occur).

Impact is that the policy count and size are lower than reality and hence do not enforce the limit accurately.
        Summary: QueuePolicy gets inconsistent count and size  for failed transactions  (was: QueuePolicy gets inconsistent count and size  for rolled back transactions)
